OFFICER, GUARANTEE OPERATIONS (3 Positions)

Background Information

Job Title: Credit Guarantee Facility Operations Officer
Department: Credit Guarantee
Reports to: Manager, Guarantee Operations
Contract Type: Open-Ended


Purpose of the Role

The Credit Guarantee Operations Officer is responsible for increasing the uptake and utilization of BRD’s Credit Guarantee Facility among Participating Financial Institutions (PFIs), including commercial banks, MFIs, and SACCOs. The role focuses on proactive engagement, capacity building, and continuous support to ensure seamless onboarding, proper usage, and effective performance of guarantee products.

Key responsibilities include conducting due diligence, managing guarantee issuance, monitoring portfolio performance, processing claims, and ensuring operational compliance with BRD policies and the Credit Guarantee Facility’s guidelines. This position plays a vital role in strengthening BRD’s Credit Guarantee operations and building strong, sustainable partnerships with PFIs.


Key Responsibilities

  • Identify, engage, and onboard eligible PFIs into the Credit Guarantee Facility.

  • Conduct operational due diligence on PFIs to assess compliance with Credit Guarantee Facility procedures.

  • Coordinate the signing and renewal of Guarantee Framework Agreements (GFAs) and support PFIs in understanding eligibility criteria, operational requirements, and claims procedures.

  • Ensure accurate and updated documentation and records within the Credit Guarantee management system.

  • Prepare guarantee issuance requests, ensuring all documentation is complete and compliant.

  • Maintain ongoing communication with PFIs to collect operational reports, monitor adherence to guarantee terms, and provide necessary support.

  • Process guarantee claims by validating documentation and ensuring compliance with claims procedures.

  • Assist in developing and updating operational procedures, guidelines, and training materials to improve efficiency and promote best practices.

  • Provide operational assistance to ensure effective implementation of the Credit Guarantee Facility.

  • Prepare operational reports to support management and Credit Guarantee Committee decision-making.

  • Ensure PFIs submit timely, complete, and accurate periodic reports.

  • Support routine portfolio monitoring activities and audits of the Credit Guarantee Facility.

  • Build and manage relationships with PFIs to meet their risk-sharing needs and maximize guarantee utilization.

  • Maintain strong market intelligence to inform strategic and operational decisions for the Credit Guarantee Project.

  • Perform other duties as required by the department or Bank leadership.


Performance Indicators

Performance will be assessed based on business volume, revenue generated through Credit Guarantee operations, PFI satisfaction (including adherence to turnaround times and survey results), and additional financial performance metrics.


Qualifications, Skills & Experience

  • A bachelor’s or master’s degree in finance, economics, business administration, or a related discipline.

  • At least three years of progressive experience within Rwanda’s financial services sector.

  • Strong and current understanding of the Rwandan banking sector, MSME financing landscape, and relevant financial regulations.

  • Demonstrated strong analytical, organizational, and relationship management capabilities.

  • Strong financial analysis skills.

  • Excellent written and verbal communication skills with the ability to engage diverse stakeholders effectively.

  • Solid understanding of credit processes, risk mitigation practices, and financial institution operations.
