Position Title: Administration and Finance Officer

Reports to: Executive Director
Supervises: Finance Assistant, Administrative Assistant, Intern(s)


Role Purpose

The Administration and Finance Officer is responsible for ensuring sound financial management and effective administrative operations at UWEZO. The role oversees accounting, financial reporting, treasury management, human resource administration, office management, compliance, and internal controls in line with organizational policies and donor requirements.

The role holder will work closely with program and management teams to support efficient project implementation. In emergency situations, the role holder may be required to work beyond standard working hours.


Key Responsibilities

1. Financial Management & Reporting

  • Manage day-to-day accounting and bookkeeping activities.

  • Ensure timely and accurate processing of payments in compliance with policies.

  • Prepare monthly bank and cash reconciliations.

  • Produce monthly financial reports, budgets, forecasts, and donor financial reports.

  • Maintain fixed asset registers and oversee asset verification.

  • Support preparation of annual financial statements and audits.

  • Ensure proper filing and documentation of financial records.

2. Budgeting & Financial Planning

  • Support preparation and monitoring of organizational and project budgets.

  • Track expenditures and provide variance analysis.

  • Advise management on cost efficiency, financial risks, and resource optimization.

  • Support donor reporting and project close-out processes.

3. Treasury & Cash Management

  • Manage cash flow and liquidity planning.

  • Prepare fund requests to donors and partners.

  • Monitor cash balances at head office and field locations.

  • Ensure proper recording of receipts and foreign exchange transactions.

  • Maintain relationships with financial institutions.

4. Administration & Office Management

  • Oversee daily administrative operations.

  • Manage procurement of office supplies and services.

  • Maintain administrative records, contracts, and correspondence.

  • Coordinate logistics, travel arrangements, and asset usage.

  • Support procurement processes and serve on procurement committees.

5. Human Resources & Payroll Administration

  • Support recruitment, onboarding, and exit procedures.

  • Maintain staff personnel files and HR records.

  • Prepare payroll and ensure timely salary and statutory payments.

  • Support staff performance management and leave administration.

  • Coordinate staff training and capacity-building activities.

6. Compliance, Risk Management & Assurance

  • Ensure compliance with national laws, tax regulations, labor laws, and donor requirements.

  • Monitor internal controls and recommend improvements.

  • Support internal and external audits and follow up on recommendations.

  • Promote safeguarding, anti-fraud, and integrity policies.

  • Maintain and update the organizational risk register.

7. Coordination & Organizational Support

  • Work closely with program and management teams to support project implementation.

  • Provide financial and administrative input during proposal development.

  • Perform any other duties assigned by management.


Qualifications

  • Bachelor’s degree in Finance, Accounting, Business Administration, Commerce, or a related field from a recognized institution.

  • Professional qualification or postgraduate certification (ACCA, CPA, CIMA, or equivalent) is an added advantage.


Experience & Skills

Essential

  • Minimum of 3 years’ experience in finance and administration roles.

  • Strong knowledge of accounting, budgeting, payroll, and financial reporting.

  • Experience managing administrative and HR processes.

  • Proficiency in accounting software (e.g., QuickBooks) and Microsoft Office.

  • Good understanding of Rwandan tax and labor laws.

Desirable

  • Experience working with children, youth, and persons with disabilities.

  • Strong organizational, analytical, and problem-solving skills.

  • Excellent communication and interpersonal skills.

  • Ability to work independently under pressure and meet deadlines.

  • Strong commitment to UWEZO’s mission and values.
