Background Information
Job Title: Officer, Guarantee Risk

Reports to: Manager, Credit Guarantee Risk

Purpose of the Role
The Officer, Guarantee Risk, will support the risk management function of BRD’s Credit Guarantee instrument. The role involves implementing the Bank’s risk management framework through day-to-day risk assessment, analysis, reporting, monitoring, and control activities. This position is essential for managing and mitigating individual and portfolio-level credit risks associated with the Guarantee instrument, ensuring it effectively strengthens Rwanda’s MSME sector by expanding access to finance.
Key Responsibilities
Conduct due diligence and risk assessments for Participating Financial Institutions (PFIs) under the BRD Credit Guarantee.
Review risk profiles for guarantee applications, renewal requests, and rescheduling proposals in line with BRD’s guidelines.
Evaluate guarantee claim submissions and provide recommendations based on compliance with guarantee conditions.
Monitor Credit Guarantee portfolio performance, identify early warning signals, and follow up on high-risk exposures.
Maintain risk monitoring tools and ensure accurate and timely data entry into the MIS.
Carry out risk-based monitoring, including on-site and off-site assessments and periodic portfolio reviews.
Prepare risk reports and portfolio performance analyses to support management decisions.
Ensure adherence to internal risk policies, guarantee procedures, and regulatory requirements.
Propose improvements to the Credit Guarantee department’s risk tools, processes, and internal controls.
Perform any other duties assigned by line management or the Bank’s leadership.
Performance Indicators
Performance will be evaluated based on adherence to the Bank’s risk management framework and risk limits, the quality and accuracy of the Credit Guarantee portfolio, and the timeliness and effectiveness of the officer’s support to the Credit Guarantee Risk Manager and operations team, among other financial and operational metrics.
Qualifications, Skills, and Experience
Bachelor’s or master’s degree in finance, economics, business administration, or a related field.
Minimum of three years of experience in credit risk management, enterprise risk, portfolio analysis, or lending operations within a financial institution or guarantee scheme.
Strong expertise in credit assessment, portfolio monitoring, and early warning systems.
Up-to-date knowledge of the Rwandan banking environment, MSME financing landscape, and financial sector regulations.
Strong analytical and problem-solving skills to address credit-related challenges effectively.
Advanced financial modelling and Excel proficiency.
Strong people management capabilities.
Solid understanding of compliance, including KYC, AML, and CFT regulations (highly advantageous).
Experience delivering training, preparing credit manuals, and generating portfolio reports is desirable.
Excellent written and verbal communication skills with the ability to engage diverse stakeholders.
Ability to conduct precise analyses and ensure accuracy in credit assessments.
