Secondment Institution: Africa Health Sciences University (AHSU)
Duty Station: Kigali, Rwanda (with regular travel to clinical teaching sites nationwide)

Position Overview

Africa Health Sciences University (AHSU) is seeking a highly motivated and skilled IT Officer to support the design, implementation, and ongoing management of its information and communication technology (ICT) systems. This role is central to strengthening AHSU’s digital infrastructure across academic, administrative, and clinical training environments.

The IT Officer will play a key role in supporting digital learning platforms, ensuring secure and reliable connectivity at teaching sites, and providing responsive technical support to faculty, residents, and students. Working closely with university leadership and partner hospitals, the role contributes to building modern, secure, and scalable technology systems that enable excellence in education, research, and institutional operations.


Key Responsibilities

A. ICT Infrastructure Development & Maintenance

  • Design, deploy, and maintain ICT infrastructure, including networks, servers, firewalls, connectivity, and backup systems.

  • Conduct ICT needs assessments for new offices, classrooms, simulation centers, and clinical teaching sites.

  • Develop and implement ICT policies, standard operating procedures, and maintenance plans.

  • Supervise installation and configuration of routers, switches, cabling, and related hardware to ensure system stability and security.

B. Academic & Digital Learning Support

  • Teach Digital Health and other IT-related modules to undergraduate and postgraduate students, as well as faculty members.

  • Support the setup, administration, and troubleshooting of learning management systems (LMS), student portals, and digital examination platforms.

  • Provide technical support for virtual teaching, surgical tele-education tools (e.g., Proximie), simulation-based learning, and online assessments.

  • Ensure digital readiness and connectivity for residency and midwifery rotations across partner hospitals.

C. User Support & Service Delivery

  • Deliver timely and effective IT support to staff, faculty, residents, and students.

  • Conduct training sessions on digital platforms, tools, and cybersecurity best practices.

  • Troubleshoot hardware, software, audiovisual equipment, and digital classroom systems.

D. Data Security & Compliance

  • Implement cybersecurity measures to ensure secure access to academic and administrative systems.

  • Protect sensitive data, including student records, institutional documents, and research materials, in line with data protection standards.

E. Hardware & Software Management

  • Manage procurement, configuration, and maintenance of computers, printers, tablets, projectors, and AV equipment.

  • Maintain an up-to-date ICT asset inventory and coordinate repairs, upgrades, and replacements.

  • Oversee software licensing, antivirus solutions, cloud storage systems, and institutional applications.

F. Support for Teaching Activities & University Events

  • Provide on-site IT support for trainings, seminars, OSCEs, MMIs, didactic sessions, and university events.

  • Ensure the smooth operation of AV systems, livestreaming setups, and online examination platforms.

G. Website Management

  • Maintain and update the official AHSU website, ensuring functionality, accuracy, and visual consistency.

  • Upload content, multimedia materials, and event announcements in collaboration with relevant departments.

  • Ensure website security, backups, performance optimization, and accessibility compliance.


Qualifications and Experience

Essential Requirements

  • Bachelor’s degree in Information Technology, Computer Science, Information Systems, or a related field.

  • Master’s degree in a related discipline is strongly preferred.

  • Minimum of 3 years’ experience in IT systems development, network administration, or technical support.

  • Experience working in a university or health sciences environment is required.

  • Proven expertise in network setup, troubleshooting, and hardware management.

  • Familiarity with Learning Management Systems (e.g., Populi, Google Classroom).

  • Knowledge of cybersecurity principles and data protection frameworks.

  • Proficiency in Windows and macOS environments.

  • Experience supporting online teaching platforms and virtual collaboration tools.

  • Willingness and ability to travel regularly to teaching sites across Rwanda.

  • Fluency in English and Kinyarwanda (spoken and written).

Desirable Qualifications

  • Experience with digital examinations, OSCE/MMI systems, or tele-education technologies.

  • Project coordination or ICT system implementation experience.
