Position Overview

Reporting to the Project Manager, the Project Officer will support RTV’s program implementation in Rwanda and oversee Project Assistants across assigned clusters.

The Project Officer ensures:

  • Alignment of field implementation with approved project designs and workplans

  • Timely and quality delivery of program activities

  • Strong coordination with Sector- and Cell-level government institutions

  • Effective supervision and mentorship of Project Assistants

This role requires extensive travel (approximately 80%), including frequent visits to remote and rural communities.


Key Responsibilities

1. Project Management

  • Ensure Project Assistants’ workplans align with approved project designs

  • Oversee ongoing management of cluster-level workplans

  • Review field reports, action plans, and progress tracking

  • Identify risks proactively and implement mitigation measures

  • Conduct a minimum of three (3) site visits per week

  • Participate in project progress reviews

  • Escalate issues requiring Senior Project Officer support


2. Government Coordination, Capacity Building & Partnership Management

  • Coordinate with Sector- and Cell-level government officials to align implementation with local priorities

  • Plan and facilitate trainings for government staff (e.g., Sector Agronomists, SEDOs, Cell ESs)

  • Jointly mobilize communities with government counterparts

  • Provide ongoing coaching and support to government partners

  • Conduct joint supervision and monitoring visits

  • Collect and validate government activity reports

  • Promote strong partnership culture between government and RTV teams


3. Supervision & Team Building

  • Conduct weekly cluster meetings

  • Provide mentorship and coaching to Project Assistants

  • Complete mid-term and annual performance reviews

  • Facilitate refresher training on RTV methodologies

  • Support staff in navigating administrative and structural processes


4. Administration

  • Support Project Manager in project-specific activities

  • Contribute to donor reporting and proposal development

  • Approve leave requests for supervised staff

  • Perform additional duties as assigned


Required Qualifications

Education

  • Bachelor’s degree in Community Development, Project Management, Development Studies, Social Work, Agriculture, or related field

  • Bachelor’s degree in Agriculture is preferred

Experience

  • Minimum 3 years of experience in community development, project management, or related field

  • Demonstrated experience implementing projects at village level

  • Mandatory experience coordinating with local government institutions (Sector & Cell levels)


Technical & Interpersonal Skills

  • Strong verbal and written English communication skills

  • Fluency in relevant local dialects

  • Proficiency in Microsoft Office (Word & Excel)

  • Strong organizational and leadership skills

  • Excellent training and facilitation skills

  • High integrity and strong work ethic

  • Ability to work in fast-paced and challenging environments

  • Physically able to hike in high terrain


Additional Requirements (Mandatory)

  • Ability to travel approximately 80% of the time

  • Ability to ride a motorbike with a valid Rwandan rider’s permit

  • Demonstrated experience navigating remote, rural, and hilly terrain
