Since 2010, DOT Rwanda has supported over 120,000 young people through digital literacy programs, 21st-century skills development, and entrepreneurship training. DOT works closely with government, higher learning institutions, civil society, and private sector partners to strengthen digital capacity and youth leadership across urban and rural communities.
About The RISE Program
The Resilience in Secondary Education (RISE) program targets 1.1 million out-of-school youth, providing technology-enabled, accredited secondary education. Led by UNICEF, in collaboration with the Ministry of Education and the Mastercard Foundation, the RISE consortium includes DOT Rwanda, Carnegie Mellon University (CMU), and partners such as the Imbuto Foundation, CRS, and YWCA.
DOT Rwanda leads the Facilitator Development Pathway, equipping recent graduates with the digital and facilitation skills required to serve as RISE Facilitators. DOT is responsible for designing the competency framework and providing continuous coaching and quality assurance to ensure facilitators effectively guide youth through accredited, technology-enabled secondary education pathways.
Position Overview
The Digital Engagement and Learning Officer is the focal point for the training component of the RISE Program. This role supports the localization, digitization, and delivery of high-quality training content for RISE Facilitators, ensuring alignment with Rwanda Basic Education Board (REB) standards.
This position emphasizes pedagogy, inclusivity, and rapid scale-up, enabling facilitators to deliver technology-enabled secondary education to out-of-school youth.
Key Responsibilities
Instructional Design: Contextualize and digitize content for facilitators and learners in line with REB digital literacy framework.
Co-Design Leadership: Support workshops with youth, REB, NESA, and consortium partners to iterate training materials based on field feedback.
Inclusive Pedagogy: Embed gender-sensitive and inclusive facilitation (for youth with disabilities and refugees) in all modules.
Resource Management: Collaborate with senior instructional designers and consultants to produce high-quality learning assets on tight deadlines.
LMS Alignment: Work with CMU to optimize content for delivery via the Learning Management System (LMS).
Required Qualifications
Resident of Rwanda and legally able to hold employment.
Bachelor’s degree or professional equivalent in Computer Science, ICT, Educational Technology, or related fields.
Experience in large-scale program implementation, youth facilitation, and field-based mentoring.
Demonstrated expertise in instructional design, digital pedagogy, or learning architecture.
Familiarity with Rwandan education context, including REB systems and Competence-Based Curriculum (CBC) standards.
Expert fluency in digital learning tools, content authoring software, and LMS integration.
Proven track record in curriculum development for blended or online learning environments.
