Position Overview
The Regional Learning & Effectiveness Officer will ensure effective implementation of Monitoring, Evaluation, Accountability, and Learning (MEAL) practices within BRAC Stitching Rwanda.
The role focuses on monitoring program quality, managing and analyzing data, producing reports, building staff capacity, and supporting continuous program improvement.
The officer will report to the Country Monitoring & Learning Manager and work closely with program teams to ensure adherence to BRAC’s MEAL standards and methodologies.
Key Responsibilities
1. Monitoring and Evaluation
Implement and manage MEAL systems at field level including the AIM M&E Framework.
Support program reporting through the Binsight reporting system.
Conduct regular monitoring visits to assess program implementation and performance.
Lead the design, implementation, and analysis of Touchpoints 1 and 4 using statistical software.
Develop and refine monitoring tools and data collection processes.
Coordinate program quality monitoring exercises and prepare reports for decision-making.
2. Data Management and Analysis
Manage program data and ensure accuracy through routine cleaning and validation.
Conduct descriptive data analysis using software such as SPSS or Stata.
Develop dashboards, charts, and graphs to support reporting and decision-making.
3. Reporting and Learning
Prepare monthly, quarterly, and annual MEAL reports highlighting findings and recommendations.
Develop case studies, learning documents, and success stories demonstrating program impact.
Facilitate learning workshops with program teams.
Submit weekly plans and reports to the supervisor for review and learning.
4. Capacity Building
Provide technical guidance to staff and partners on MEAL frameworks and tools.
Train field staff on data collection, survey methodologies, and data quality assurance.
5. Coordination
Collaborate with regional and global teams to strengthen monitoring and evaluation practices.
Safeguarding Responsibilities
Ensure safety and protection of team members from harm, abuse, neglect, harassment, and exploitation.
Promote safeguarding policies and maintain a safe working environment.
Provide guidance on safeguarding practices and reporting procedures.
Encourage reporting of safeguarding incidents in line with organizational policies.
Academic Qualifications
Candidates must have a Bachelor’s Degree in one of the following fields:
Monitoring and Evaluation
Statistics
Business Information Technology
Mathematics
Economics
Or related disciplines
Experience Required
Minimum 3 years of experience in Monitoring, Evaluation, and Learning within the international development sector.
Required Skills and Competencies
Proficiency in statistical software (SPSS, Stata).
Strong experience in database management.
Experience conducting surveys, interviews, and assessments.
Knowledge of qualitative and quantitative indicators.
Strong analytical and report-writing skills.
Excellent communication skills in English (written and spoken).
Proficiency in Microsoft Office and data analysis tools.
Experience with Logical Framework Analysis and Participatory Rural Appraisal is an advantage.
Ability to think creatively and work under pressure.
