1. Introduction
Urugo Women’s and Opportunity Center (WOC) invites qualified interior designers, contractors, and refurbishing firms to submit proposals for the refurbishment and upgrade of the Urugo WOC facilities, including interior spaces and garden improvements.
The purpose of this tender is to identify a capable service provider who can deliver high-quality design, renovation works, and garden enhancement within the required timeline and according to Urugo’s standards.
2. Scope of Work
The refurbishment project includes, but is not limited to:
2.1 Interior Refurbishment
Redesign and upgrade of selected interior spaces
Decorative enhancements and spatial improvements
Furniture procurement or refurbishment
Technical works (painting, carpentry, masonry, electrical adjustments where needed)
Coordination of all related labour and materials
2.2 Garden Upgrade
Bidders must include a separate fee estimate and proposed concept for the garden upgrade, covering:
Landscaping improvements
Outdoor furniture or decorative additions
Pathway or layout adjustments
Any other proposed aesthetic or functional improvements
3. Project Timeline Requirements
Bidders must clearly outline:
Availability and Time Allocation
Explanation of how the bidder will allocate time and resources to ensure the project is completed by the end of January.
Estimated Start and Completion Dates
Proposed start date
Estimated project duration and key milestones
Financial Proposal
The financial proposal must include:
Comprehensive Fees
Breakdown of design fees
Labour and contractor costs
Material costs (if applicable)
Garden upgrade fees
Transport & Logistics
Indicate whether transportation to and from the site is included in the proposed fees.
Labour Team Payment Structure
Specify whether labour costs are calculated on a daily rate or project-based structure.
5. Contractors and Labour Team Requirements
Bidders must provide clear information on:
Whether they work with their own contractors or manual labourers
Whether labour will be sourced from Kayonza district or brought from Kigali
Roles and responsibilities of each team member
Whether the bidder will supervise all technical work personally, or if a project manager will be assigned
6. Procurement & Materials
Proposals must specify:
Whether the bidder will source and purchase materials directly, or if Urugo WOC must support procurement
Details of any preferred suppliers for materials, décor, furniture, or equipment
Expected lead times for materials procurement
7. Maintenance & After-Care Expectations
Bidders must outline:
Availability for post-project follow-up
Any provided maintenance guidance or support
Optional after-care services and related fees (if applicable)

9. Submission Instructions
All proposals must be submitted physically to Urugo WOC not later than December 14, 2025.
Late submissions will not be considered.
