About Prison Fellowship Rwanda (PFR)
Prison Fellowship Rwanda (PFR) is a national non-profit organization working in partnership with the Government of Rwanda, local and international organizations to promote peacebuilding, unity, reconciliation, access to justice, mental health and psychosocial support, crime prevention, human rights, and socio-economic empowerment of vulnerable populations in Rwanda following the 1994 Genocide against the Tutsi.
Founded in July 1995, affiliated with Prison Fellowship International in 1997, and officially recognized by the Ministry of Justice in 2002, PFR envisions a society where unity, peace, and justice prevail. Its mission is to contribute to social transformation through peacebuilding, livelihoods, justice, psychosocial, and spiritual resilience interventions.
Since 2020, PFR has been implementing refugee response programs in partnership with UNHCR and MINEMA, covering:
Community-Based Protection (CBP)
Legal assistance and civil documentation
Mental Health and Psychosocial Support (MHPSS), community-based sociotherapy, and protection and inclusion of Persons with Specific Needs (PSNs) in refugee camps, urban settings, and the Emergency Transit Mechanism (ETM) in Gashora.
PFR is currently seeking qualified, motivated, and ethical professionals to fill the position of Protection Officer.
Position Objectives
Strengthen community-based protection mechanisms and responses
Enhance refugee community capacity to identify and address protection risks
Support implementation of protection strategies aligned with international and organizational standards
Key Responsibilities
Community Engagement & Protection
Conduct regular protection needs and risk assessments within refugee communities
Facilitate community-based protection activities, awareness campaigns, and capacity-building sessions
Establish and maintain effective communication with community leaders and stakeholders
Case Management & Support
Provide individual and group counseling for refugees with protection concerns
Support the development and implementation of individual protection plans
Coordinate referrals and case follow-up with relevant service providers
Project Implementation & Management
Ensure effective day-to-day implementation of project activities in line with approved plans
Support planning, coordination, monitoring, and reporting of project activities
Coordinate community mobilizers and volunteers
Develop innovative solutions to enhance sustainable refugee well-being
Contribute to the development of IEC (Information, Education, and Communication) materials
Monitoring, Reporting & Documentation
Monitor and document protection trends and incidents
Prepare progress, quarterly, annual, and ad-hoc reports
Contribute to monitoring and evaluation frameworks
Ensure timely, accurate, and quality reporting
Coordination & Representation
Strengthen collaboration with UNHCR, MINEMA, and other partners
Participate in coordination meetings, protection clusters, and community forums
Represent PFR in advocacy and community engagement platforms
Coordinate closely with communication officers and volunteers
Capacity Building
Deliver protection-related training and mentorship for staff and community members
Promote community-led protection initiatives and self-help mechanisms
Compliance & Standards
Ensure adherence to international protection standards, organizational policies, and national regulations
Uphold confidentiality, neutrality, impartiality, and safeguarding principles
Perform any other duties assigned by management in support of project success
Key Performance Indicators (KPIs)
Number and quality of meetings held and participation rates
Protection case resolution rate
Number of training sessions conducted and participant feedback
Timely submission and accuracy of reports
Compliance with protection standards and organizational policies
Reduction in protection-related incidents
Qualifications
Bachelor’s degree in Law, Political Science, Social Work, Project Management, Human Resource Management, Conflict/Peace Studies, or related fields
A Master’s degree is an added advantage
Essential Skills & Experience
Strong understanding of refugee protection principles and international humanitarian law
Excellent communication, interpersonal, and organizational skills
Ability to work under pressure in multicultural environments
Demonstrated experience in planning, coordination, and team supervision
Experience working with government authorities and (inter)national NGOs
Strong report-writing and analytical skills
Ability to manage heavy workloads and prioritize tasks effectively
Innovative, proactive, honest, and detail-oriented
Fluency in English and Kinyarwanda (spoken and written)
