OFFICER, GUARANTEE MONITORING (1 Position)

1. Background Information

Job Title: Officer, Credit Guarantee Monitoring
Department: Credit Guarantee
Reports to: Manager, Credit Guarantee Risk

2. Contract Terms

Fixed-Term Contract: One year, renewable


3. Purpose of the Role

The Credit Guarantee Monitoring Officer is responsible for the daily oversight of guaranteed loan portfolios across Participating Financial Institutions (PFIs). The role ensures the accuracy of PFI reports, adherence to Guarantee Framework Agreements (GFAs), and verification of key performance data—including arrears, claims, and recoveries.

This role requires strong data integrity management, early risk signal identification, validation of claim documentation, tracking recovery progress, and ensuring compliance with guarantee procedures and the operational manual. The Monitoring Officer plays a central role in safeguarding portfolio quality, improving PFI reporting discipline, and supporting effective performance monitoring of the guarantee schemes.


4. Key Responsibilities

  • Review periodic PFI reports on loan performance, arrears, recoveries, and outstanding guarantee exposure.

  • Validate the accuracy, completeness, and compliance of submitted data in line with GFA requirements and guarantee terms.

  • Detect data inconsistencies, reporting gaps, or unusual portfolio trends and follow up with PFIs for clarification or correction.

  • Monitor key portfolio indicators including PAR ratios, concentration levels, and early warning signals.

  • Verify arrears status, repayment patterns, and PFI recovery actions prior to claim submission.

  • Track post-claim recoveries and ensure recoveries are shared according to risk-sharing provisions.

  • Maintain updated recovery tracking sheets and provide regular recovery status updates to the Team Lead.

  • Assess PFI compliance with reporting obligations and escalate recurring non-compliance concerns.

  • Enter and update guarantee portfolio data in the MIS, ensuring accuracy, completeness, and timely reconciliation.

  • Maintain comprehensive monitoring logs, validation trackers, and supporting documentation.

  • Monitor guarantee fee invoices and follow up on overdue or outstanding payments.

  • Collaborate with Operations, Transactions, Risk, Finance, and MIS teams to support coordinated monitoring efforts.

  • Contribute to continuous improvement initiatives by refining monitoring tools, templates, and workflows.

  • Perform any additional tasks assigned by the Team Lead or Management to enhance the monitoring function.


5. Performance Indicators

Performance will be evaluated based on the accuracy, completeness, and timeliness of monitoring activities. Key indicators include:

  • Quality and reliability of validated data and MIS entries

  • Ability to detect early warning risks and ensure strong data integrity

  • Timely validation of claims and effective recovery tracking

  • Engagement and responsiveness of PFIs in addressing reporting or compliance gaps

  • Quality of dashboards, monitoring reports, and contributions to process improvements

  • Effective collaboration and professional communication with stakeholders


7. Qualifications, Skills, and Experience

  • Bachelor’s degree in finance, economics, business administration, banking, statistics, or a related field.

  • Minimum of three years’ experience in credit monitoring, portfolio analysis, financial reporting, or banking operations—preferably within a financial institution or guarantee scheme.

  • Strong understanding of credit risk, arrears analysis, NPL management, and portfolio monitoring indicators.

  • Experience working with large datasets; advanced Excel skills required. Knowledge of MIS or digital reporting tools is an added advantage.

  • Strong analytical and problem-solving abilities with excellent attention to detail.

  • Good communication and report-writing skills, with the ability to engage PFIs and internal teams effectively.

  • Ability to work independently, manage reporting timelines, and follow structured monitoring processes.

  • High levels of integrity, discipline, and commitment to maintaining accurate portfolio records.
