1. Background
Health Development Initiative (HDI) is a regional organization advancing health equity and human rights in Rwanda and across East Africa through policy advocacy, capacity building, research, and community-led service delivery models. Founded in 2005 by Rwandan physicians, HDI brings together professionals in medicine, public health, policy, law, and community engagement to promote inclusive, rights-based health systems.
HDI works with and for adolescents and young people, girls and women, key populations, people with disabilities, refugees, and other marginalized and vulnerable communities. We believe that sustainable health outcomes require systems that recognize health as a fundamental human right and communities as partners in change.
2. Position Summary
The Grants and Compliance Officer will support the effective, accountable, and compliant implementation of HDI’s donor-funded projects. The role focuses on grant coordination, partner compliance monitoring, sub-grant management, and documentation in line with donor regulations, HDI policies, and national and international standards.
Working closely with Finance and Program teams, the Officer will contribute to due diligence processes, risk management, partner capacity building, and continuous improvement of HDI’s grant management systems.
3. Key Tasks and Responsibilities
Coordinate and support grant management processes across all HDI projects and donor portfolios.
Monitor and ensure compliance of implementing partners with donor requirements, contracts, and HDI policies.
Support the review of sub-grant agreements, budgets, and work plans.
Coordinate and conduct due diligence assessments for partners under HDI calls for proposals, including legal, financial, and technical verification.
Track partner deliverables, expenditures, and reporting schedules to ensure timely and compliant submissions.
Work closely with Finance and Program teams to review partner financial and narrative reports, audit findings, and expenditure reconciliations.
Maintain accurate, organized, and up-to-date grant documentation (agreements, amendments, reports, correspondence).
Contribute to risk assessments and internal compliance reviews.
Provide guidance, training, and technical support to partners on grant compliance and reporting requirements.
Support the continuous improvement of HDI grant management tools, policies, and templates.
Promote diversity, inclusion, and a zero-tolerance approach to discrimination, harassment, and abuse.
Perform other duties as assigned in line with organizational needs.
4. Qualifications and Experience
Bachelor’s degree in Accounting, Finance, Business Administration, or a related field (CPA is an added advantage).
Minimum 3 years of experience in grants management, compliance, or project finance within a nonprofit or development organization.
Experience supporting sub-grant implementation and partner monitoring in donor-funded programs.
Familiarity with donor compliance frameworks (e.g., EU, UN agencies, foundations).
Strong understanding of financial management, procurement standards, and audit processes.
Experience in due diligence and partner risk assessments is highly desirable.
5. Skills and Competencies
Strong organizational and analytical skills with high attention to detail.
Ability to interpret donor regulations and translate them into practical guidance.
Excellent communication and interpersonal skills.
Proficiency in Microsoft Office, especially Excel; familiarity with grant management systems is an advantage.
Fluency in English and Kinyarwanda; knowledge of French is an added value.
