Monitoring, Evaluation & Learning (MEL) Officer

👤 Reports To: Country Coordinator (with technical reporting to Global Impact Manager – Switzerland)
Position Summary
Suyana Foundation is strengthening its global Monitoring, Evaluation and Learning (MEL) system, integrating:
Standardized KPIs
Digital data collection via KoboToolbox
Centralized analysis through Microsoft Power BI
The MEL Officer will lead country-level MEL operations, support implementing partners, and ensure effective adoption of global MEL frameworks and tools.
The role involves close collaboration with:
Country Coordination Team
Global Impact Management Team
Programme and Partner Management Team (Headquarters – Switzerland)
Key Responsibilities
1. MEL Coordination & Partner Support
Serve as the country focal point for MEL, linking partners and headquarters teams
Support partners across the full project cycle, ensuring effective MEL integration
Contribute to development of:
Theories of Change
Log frames
MEAL plans
Adapt MEL tools to local context while maintaining global standards
Provide hands-on support and proactively address implementation challenges
2. MEL Systems, Data Collection & Quality Assurance
Support use of Suyana’s Global Data Platform (Kobo & Power BI)
Coordinate project-level data collection processes
Provide technical support to:
partner teams
enumerators
Review and validate data for:
completeness
consistency
accuracy
Identify and resolve data quality issues in collaboration with global teams
3. Evaluation, Learning & Knowledge Sharing
Support field visits, evaluations, and project reviews
Translate MEL findings into practical program improvements
Promote cross-project learning and documentation of lessons learned
Assist in:
baseline assessments
endline evaluations
project reviews
Qualifications & Experience
Education
Bachelor’s degree in:
International Development
Social Sciences
Economics
Statistics
or related field
Equivalent practical MEL experience is also considered
Experience
Minimum 5 years of relevant experience in:
Monitoring & Evaluation
Programme Management
International development projects
Experience working closely with implementing partners
Skills & Competencies
Strong knowledge of MEL concepts and tools
Experience with:
KoboToolbox
Microsoft Power BI
Excel and data reporting tools
Strong data quality management skills
Excellent coordination and facilitation skills
High attention to detail, accuracy, and integrity
Ability to work independently in field-based environments
Proactive, solution-oriented mindset
Fluency in:
Kinyarwanda (native level)
English (excellent communication skills)
Additional Requirements
Must hold a Rwandan passport
Foreign candidates must be legally authorized to work in Rwanda
