For over 23 years, DOT has empowered young women and men across Africa and the Middle East with digital skills, leadership competencies, climate action awareness, and opportunities to participate in an inclusive digital economy.

Since 2010, DOT Rwanda has supported over 120,000 young people through digital literacy programs, 21st-century skills development, and entrepreneurship training. DOT works closely with government, higher learning institutions, civil society, and private sector partners to strengthen digital capacity and youth leadership across urban and rural communities.


About The RISE Program

The Resilience in Secondary Education (RISE) program targets 1.1 million out-of-school youth, providing technology-enabled, accredited secondary education. Led by UNICEF, in collaboration with the Ministry of Education and Mastercard Foundation, the RISE consortium includes DOT Rwanda, Carnegie Mellon University (CMU), and implementing partners such as the Imbuto Foundation, CRS, and YWCA.

DOT Rwanda leads the Facilitator Development Pathway, equipping recent graduates with the digital and facilitation skills required to serve as RISE Facilitators. DOT designs the competency framework and provides continuous coaching and quality assurance to ensure facilitators effectively guide youth through accredited, technology-enabled secondary education pathways.


Position Overview

The Program Officer serves as the primary link between central management and field activities, ensuring operational coherence of the facilitator support system. The role includes managing a cluster of District-based Quality Assurance Technicians (QATs) and supporting the rollout of the blended facilitator training model.


Key Responsibilities

  • Team Management: Coach, mentor, and supervise QATs within assigned district clusters to ensure high-quality support to learning sites.

  • Training Delivery: Lead and support delivery of the 4-phase blended facilitator training model, including in-person district onboarding and Practical “Demo Days.”

  • Quality Oversight: Conduct field visits to monitor QAT-facilitator interactions, identifying and resolving gaps in real-time.

  • Operational Coordination: Manage logistics for district-level delivery and maintain real-time digital reporting for accountability.

  • Stakeholder Collaboration: Work closely with District and Sector Education Officers to ensure alignment with local government priorities.


Required Qualifications

  • Age: 21–35 years

  • Resident of Rwanda and legally able to work in the country

  • Bachelor’s degree or professional equivalent in Computer Science, ICT, Education Technology, or related fields

  • Experience in large-scale program implementation, youth facilitation, and field-based mentoring

  • High speed of execution, excellent field coordination, and advanced digital reporting skills

  • Fluency in Kinyarwanda and English

  • Successful completion of DOT’s Digital Pre-Screening

  • Ability to provide constructive, evidence-based feedback
