Since 2010, DOT Rwanda has supported over 120,000 young people through digital literacy programs, 21st-century skills development, and entrepreneurship training. DOT works closely with government, higher learning institutions, civil society, and private sector partners to strengthen digital capacity and youth leadership across urban and rural communities.
About The RISE Program
The Resilience in Secondary Education (RISE) program targets 1.1 million out-of-school youth, providing technology-enabled, accredited secondary education. Led by UNICEF, in collaboration with the Ministry of Education and Mastercard Foundation, the RISE consortium includes DOT Rwanda, Carnegie Mellon University (CMU), and implementing partners such as the Imbuto Foundation, CRS, and YWCA.
DOT Rwanda leads the Facilitator Development Pathway, equipping recent graduates with the digital and facilitation skills required to serve as RISE Facilitators. DOT is responsible for designing the competency framework, providing continuous coaching, and ensuring quality delivery across the program.
Position Overview
The Program Manager (PM) is the strategic lead for the Facilitator Development Pathway, responsible for connecting university graduates to out-of-school youth nationwide. The PM provides operational oversight for a three-tiered support system (Facilitators, Quality Assurance Technicians, Program Officers) while ensuring high-quality delivery in a high-speed rollout environment.
Key Responsibilities
Strategic Partnership & Alignment
Serve as the DOT Rwanda focal point for the REB-led RISE Facilitator Training and Development Task Force.
Ensure facilitator development aligns with the REB Teacher Professional Development Framework.
Coordinate with UNICEF, CMU, Imbuto Foundation, CRS, and YWCA to harmonize curriculum, recruitment, and site readiness.
Represent DOT Rwanda in high-level technical working groups.
Operational Management & Training Delivery
Oversee the 4-phase blended training model: onboarding, self-paced online learning, virtual sessions, and Practical Demo Days.
Manage program budget, ensuring cost-efficiency, transparency, and compliance with UNICEF and Mastercard Foundation requirements.
Lead recruitment, onboarding, and performance management of central support staff.
Quality Assurance & Mentorship
Provide strategic oversight of Quality Assurance Technicians (QATs) to ensure all facilitators receive monthly coaching visits.
Monitor the QA framework and prioritize support for underperforming learning sites.
Lead monthly and end-of-semester review meetings to translate field data into adaptive program improvements.
Institutionalize inclusive pedagogy and gender-responsive facilitation within the education ecosystem.
Required Qualifications & Experience
3–5 years managing large-scale education or youth development programs in Rwanda.
Strong knowledge of Competence-Based Curriculum (CBC), digital pedagogy, and inclusive facilitation for marginalized groups.
Proven ability to manage multi-million dollar budgets.
Experience collaborating with government agencies (MINEDUC, REB, NESA) and international NGOs.
Proficiency with Learning Management Systems (LMS) and data-driven decision-making.
Core Competencies:
Ability to manage a fast-paced rollout and meet tight delivery timelines.
