About CHAI

The Clinton Health Access Initiative, Inc. (CHAI) is a global health organization committed to saving lives and reducing the burden of disease in low- and middle-income countries. CHAI partners with governments and the private sector to strengthen health systems and ensure sustainable, high-quality healthcare delivery.

In Rwanda, CHAI supports the Government’s goal of achieving Universal Health Coverage (UHC) through health system strengthening initiatives aligned with the Health Sector Strategic Plan. CHAI works closely with the Ministry of Health (MoH), Rwanda Social Security Board (RSSB), and other national stakeholders to improve data-driven decision-making, service delivery, and digital health systems.


Position Overview

CHAI Rwanda is seeking two (2) Platform & AI Data Engineers Officers to support the Ministry of Health’s National Health Intelligence Center (NHIC). The positions will focus on designing, deploying, and maintaining scalable, secure, and reliable data and AI platform infrastructure that supports national health analytics, artificial intelligence, and digital health systems.

The engineers will play a critical role in building and operating national data platforms, MLOps systems, and DevOps pipelines that enable data scientists, AI engineers, and analysts to safely and efficiently deploy AI solutions for public health and clinical use.

The successful candidates will be seconded to NHIC and report functionally to the CHAI Digital Health Program Manager while working closely with MoH and NHIC technical teams.


Key Responsibilities

1. National AI & Platform Infrastructure Engineering

  • Design, build, and operate scalable, secure AI and data platform infrastructure (cloud, hybrid, and/or on-premises).

  • Implement Infrastructure-as-Code (IaC) and automated environment provisioning.

  • Ensure separation of research, staging, and regulated production environments.

  • Implement disaster recovery, backup, failover, and business continuity mechanisms.

2. MLOps & AI Lifecycle Operations

  • Operate end-to-end MLOps platforms supporting model training, validation, deployment, rollback, and retirement.

  • Enforce model versioning, reproducibility, and audit trails.

  • Implement model performance monitoring, data drift detection, and automated retraining workflows.

  • Support real-time and batch AI inference integrated into national health systems.

3. Data Platforms, Pipelines & Feature Infrastructure

  • Design and manage large-scale data platforms for structured and unstructured health data.

  • Build and maintain batch and streaming data pipelines.

  • Support AI training pipelines, feature engineering, and feature stores.

  • Ensure dataset versioning, lineage tracking, and regulatory traceability.

4. Security, Reliability & Compliance

  • Implement access controls, encryption, audit logging, and inference traceability.

  • Ensure compliance with national data protection, health data governance, and cybersecurity regulations.

  • Implement fail-safe mechanisms to protect continuity of clinical services.

  • Conduct platform hardening, vulnerability assessments, and threat monitoring.

5. CI/CD, GitOps & Automation

  • Design and maintain secure CI/CD and GitOps pipelines for data platforms and AI services.

  • Implement automated testing, security scanning, and controlled production releases.

  • Ensure all deployments follow auditable pipelines and governance standards.

6. Performance, Cost & Resource Governance

  • Manage compute infrastructure including GPU clusters and distributed training environments.

  • Implement resource quotas, workload separation, and cost monitoring.

  • Optimize compute utilization, platform performance, and cost efficiency.

7. Interoperability & System Integration

  • Enable AI and data integration with EMRs, HMIS, surveillance, laboratory, and registry systems.

  • Support standards-based real-time and batch data exchange within national workflows.

8. Collaboration & Enablement

  • Provide secure AI development environments for engineers, data scientists, and researchers.

  • Work closely with NHIC, MoH digital health teams, and CHAI technical staff.

  • Support technical proposals, system design reviews, and national AI deployments.

9. Documentation & Continuous Improvement

  • Maintain detailed documentation of platform architecture, pipelines, and security controls.

  • Assess emerging technologies to improve scalability, reliability, and AI operational safety.


Required Qualifications

Education

  • Bachelor’s degree or Diploma in Computer Science, Information Systems, Engineering, or a related field (or equivalent experience).

Experience & Skills

  • Minimum of 4 years of experience in software engineering, platform engineering, or DevOps.

  • Experience with Docker, Kubernetes, GitOps, and Infrastructure-as-Code tools (Terraform, Ansible).

  • Proficiency in SQL and relational databases (e.g., PostgreSQL).

  • Understanding of networking, monitoring, and security best practices.

  • Strong analytical and problem-solving skills.

  • Ability to work collaboratively with multidisciplinary teams.

  • Strong written and verbal communication skills.

  • Commitment to data quality and accuracy.

Nice-to-Have

  • Experience with ETL tools (Apache NiFi, Airflow, Talend).

  • Exposure to cloud platforms (AWS, Google Cloud, Azure).

  • Familiarity with big data frameworks (Spark, Kafka, Hadoop).

  • Experience with non-relational databases (MongoDB).

  • Knowledge of data warehousing solutions (BigQuery, Snowflake, Redshift).

  • Experience supporting on-premises data environments.
