To strengthen programme quality at the Byumba Program Location, SOS Children’s Villages Rwanda is seeking a qualified Monitoring and Evaluation Officer.
Mission of the Position
Job Purpose
The Monitoring and Evaluation (M&E) Officer plays a key leadership role in the design, coordination, and implementation of a comprehensive Monitoring and Evaluation system at the program location. The role ensures that programmes and projects are effectively planned, monitored, evaluated, and documented in line with organizational standards and result-based management (RBM) principles.
Working closely with programme teams, the M&E Officer supports proposal development, concept note preparation, staff capacity building, data quality management, and evidence-based decision-making. The position also supports the Head of Location in preparing quarterly, biannual, and annual reports while maintaining high data quality standards within the programme database (PDB2).
Key Duties and Responsibilities
Ensure strict adherence to SOS Children’s Villages’ M&E guidelines, tools, and templates across the program location.
Lead and actively participate in planning, monitoring, evaluation, reporting, and research activities, ensuring compliance with ethical standards.
Coordinate results-based management (RBM) planning and reporting processes.
Promote impact reporting through high-quality documentation of stories of change, best practices, and lessons learned.
Provide direct technical support to programme staff in developing project M&E plans.
Offer technical guidance for programme baseline studies and evaluations.
Support the development of strategic and annual plans, including target setting, indicator development, and alignment with national strategies.
Lead the development and improvement of data collection and monitoring tools for child, youth, family, and community development.
Maintain and regularly update the programme location database (PDB2).
Strengthen monitoring and evaluation procedures and impact indicators to ensure project success.
Monitor and analyze programme performance with a focus on quality, sustainability, and results.
Advise programme teams on strategies to improve effectiveness and efficiency.
In collaboration with the National M&E Manager and Head of Location, identify capacity gaps and build staff capacity in programme quality and RBM.
Ensure cross-cutting themes such as child safeguarding, advocacy, gender equality, and disability inclusion are integrated into all programmes.
Required Qualifications
Bachelor’s degree in Project Management, Business Administration, Management, Economics, Development Studies, or a related field.
Minimum of three (3) years of relevant professional experience in Monitoring and Evaluation.
Proven experience and documented track record in programme planning, monitoring, and evaluation.

In-depth knowledge of planning, monitoring, information systems, and organizational development.
Proven ability to identify capacity-building needs and deliver effective trainings.
Strong analytical, problem-solving, and critical-thinking skills.
Demonstrated experience in proposal development and results documentation.
Ability to generate learning evidence for programme quality improvement and decision-making.
Advanced computer skills, including Excel, Word, database management systems, Power BI, or other statistical software.
Ability to work independently with minimal supervision.
Excellent teamwork and interpersonal skills.
Experience working with an international NGO is an added advantage.
Fluency in English and Kinyarwanda; working knowledge of French is an asset.
Excellent written and verbal communication skills in English are mandatory.
