Position Overview
The Ministry of Health Rwanda, in collaboration with partners, is implementing a research project titled “Evaluating Maternal, Neonatal, and Child Nutrition and Health (MNCNH) Innovation Impact in Rwanda.”
The project aligns with the Health Sector Strategic Plan V (HSSP V) (2024–2029) and aims to evaluate high-impact maternal and neonatal health interventions including:
Multiple Micronutrient Supplementation (MMS)
Calcium Supplementation
Intravenous Iron
Postpartum Hemorrhage (PPH) Bundles
Point-of-Care Ultrasound (POCUS)
The Project Manager will lead the administrative, financial, procurement, logistics, and operational coordination of the project.
Working under the technical oversight of the Research Coordinator, with functional accountability to the Principal Investigator, and in close collaboration with the Ministry of Health Single Project Implementation Unit (SPIU), the successful candidate will ensure effective planning, budget management, procurement compliance, and timely delivery of project outputs.
The position will be fully seconded to the Ministry of Health.
Key Responsibilities
The Project Manager will:
Lead development and implementation of the Project Implementation Plan, annual work plans, and detailed activity schedules aligned with project objectives.
Coordinate day-to-day project operations across participating hospitals, health centers, and implementing partners.
Manage project financial operations in collaboration with the Ministry of Health SPIU, including:
Budget execution and monitoring
Expenditure tracking
Financial forecasting
Financial reporting
Audit preparation
Compliance with Government of Rwanda and donor regulations.
Coordinate procurement and logistics activities with relevant stakeholders including:
Ministry of Health procurement units
SPIU
Rwanda Biomedical Centre
Rwanda Medical Supply
Ensure timely acquisition, distribution, and tracking of project commodities, equipment, and supplies.
Oversee donor compliance, including preparation of financial and narrative reports and monitoring reporting deadlines.
Support Monitoring, Evaluation, and Learning (MEL) activities by tracking progress against project indicators and milestones.
Organize and coordinate governance meetings, including:
Steering Committee meetings
Technical working groups
Donor review meetings
Ministry briefings.
Prepare agendas, minutes, presentations, and action trackers for meetings.
Coordinate logistics for trainings, workshops, monitoring missions, and supervision visits.
Maintain a project risk register, operational tracker, and documentation system.
Ensure compliance with Ministry of Health policies, donor regulations, and national public financial management requirements.
Minimum Qualifications
Applicants must meet the following requirements:
Bachelor’s degree in:
Project Management
Public Administration
Finance or Accounting
Data Science
Engineering
Information Technology
Public Health
Or a closely related field.
Proven professional experience managing health programs, preferably in:
Maternal health
Neonatal health
Child health
Nutrition sectors.
Experience managing large-scale donor-funded projects, particularly those supported by global health donors.
Strong experience implementing Government of Rwanda-funded projects and understanding of Public Financial Management (PFM) principles.
Experience coordinating multi-stakeholder health programs involving government institutions, hospitals, NGOs, and development partners.
Experience supervising field teams or coordinating facility-based activities.
Experience in monitoring and evaluation (M&E) and indicator tracking.
Experience preparing technical, financial, and donor reports.
Familiarity with research protocols and ethical review processes is an added advantage.
Experience in community engagement is desirable.
