About Ubumwe SACCO Gakenke (USG)
Ubumwe SACCO Gakenke (USG) is the Head Office of all Umurenge SACCOs in Gakenke District, merged in August 2025. USG is duly registered under RCA Certificate No. RGDG013305 and licensed by the National Bank of Rwanda (BNR).
In accordance with Law Nº 072/2021 of 05/11/2021 governing Deposit-Taking Microfinance Institutions, USG is authorized to conduct microfinance activities in the Republic of Rwanda.
USG invites qualified, committed, customer-oriented, and competent professionals to apply for the position of Lawyer (Legal Advisor).
Role Summary
The Legal Advisor plays a critical role in safeguarding the SACCO from legal, regulatory, and compliance risks, ensuring that all operations adhere to applicable laws, regulations, and best practices in the microfinance and cooperative sector.
Key Duties and Responsibilities
1. Legal Advisory & Compliance
Provide timely legal advice to the Board, Management, and departments.
Ensure compliance with cooperative laws, data protection regulations, employment laws, and other applicable legislation.
2. Policy and Document Management
Review, develop, and update internal policies, procedures, bylaws, and governance documents in line with legal requirements and industry best practices.
3. Contract Management
Draft, review, negotiate, and manage contracts, service agreements, leases, and Memoranda of Understanding (MOUs).
Maintain a secure and organized registry of all legal documents.
4. Litigation and Dispute Resolution
Handle all legal proceedings involving the SACCO.
Liaise with external legal counsel when necessary.
Represent the SACCO in courts or alternative dispute resolution forums.
5. Debt Recovery Support
Support recovery of non-performing loans through legal mechanisms, including demand notices, CRB listings, court actions, and management of collateral securities.
6. Risk Management
Identify legal and regulatory risks and propose mitigation strategies and controls.
Required Qualifications and Experience
Bachelor’s or Master’s Degree in Law (LLB or LLM)
Diploma in Legal Practice (ILPD Certificate)
Minimum 3 years of experience as a Legal Advisor or legal practitioner at managerial level in a reputable institution in Rwanda OR experience as a Prosecutor at Provincial level
Strong experience in interpreting legislation and applying it practically
Proven experience in legal drafting, including statutory instruments
Experience in training and communicating legal requirements
Excellent communication skills (written and oral)
Languages: English, French, and Kinyarwanda
Excellent computer skills
Diplomatic, professional, and resilient personality
