For over 23 years, DOT has empowered young women and men across Africa and the Middle East with digital skills, leadership competencies, climate action awareness, and opportunities to participate in an inclusive digital economy.

Since 2010, DOT Rwanda has supported over 120,000 young people through digital literacy programs, 21st-century skills development, and entrepreneurship training. Working closely with government, higher learning institutions, civil society, and private sector partners, DOT strengthens digital capacity and youth leadership across urban and rural communities.


About The RISE Program

The Resilience in Secondary Education (RISE) program is a national initiative targeting 1.1 million out-of-school youth, providing technology-enabled, accredited secondary education. Led by UNICEF, in collaboration with the Ministry of Education and Mastercard Foundation, the RISE consortium includes DOT Rwanda, Carnegie Mellon University (CMU), and partners such as the Imbuto Foundation, CRS, and YWCA.

DOT Rwanda leads the Facilitator Development Pathway, equipping recent graduates with the core digital and facilitation skills to serve as RISE Facilitators. DOT also provides competency frameworks, continuous coaching, and quality assurance to ensure effective guidance of youth through the program.


Position Overview

The M&E Officer is responsible for the data integrity and impact tracking of the RISE Facilitator Development Pathway. This role ensures that data collected from the field—via QATs and the LMS—is accurate, timely, and actionable, supporting adaptive program management and reporting to stakeholders, including UNICEF, the Mastercard Foundation, and the government.


Key Responsibilities

Data Management:

  • Oversee collection and validation of disaggregated participation data (gender, disability, refugee status) to meet equity targets.

System Oversight:

  • Manage district-level analytics dashboards.

  • Monitor facilitator usage of digital curriculum materials.

Reporting:

  • Prepare weekly dashboards, data integrity checks, and comprehensive progress reports.

Field Validation:

  • Conduct audits of data reported by QATs and facilitators.

  • Ensure program fidelity and “Red-Yellow-Green” performance accuracy.

Learning & Adaptation:

  • Lead internal review meetings.

  • Translate field learnings into systemic improvements.


Required Qualifications

  • Education: Bachelor’s degree in Statistics, Economics, Data Management, or a related field.

  • Experience: Minimum 3 years in M&E for large-scale development projects; experience with digital data collection tools (ODK, KoboToolbox, etc.) is essential.

  • Analytical Skills: Strong ability to interpret complex datasets and present data clearly to non-technical stakeholders.

  • Attention to Detail: Exceptional commitment to data integrity and risk mitigation.
